So, what should you actually buy?

For a 3-day Lisbon stay including Sintra and Cascais, the Carris/Metro/CP 24-hour pass at EUR 11.40/day is the one product that actually matches the itinerary.

The rule underneath it: match the pass to the days you're actually travelling on, not to the itinerary as a whole. A pass that looks "complete" isn't automatically the right one if half your days don't need it.

Verdict

Take the train to Faro, then rent the car locally for the Algarve days only. You need a car for Benagil, Lagos and Sagres regardless — there's no version of this trip where renting from Lisbon saves money, only one where it adds three extra driving days.
